Civil Engineer and PhD in Transport Infrastructure from the Polytechnic University of Madrid (UPM). He has held the position of Secretary General for Sustainable Mobility at the Ministry until now.

He has more than 20 years of professional experience in the mobility and transport sector and has developed his activity in consultancy, research and university teaching, assuming management positions at different levels.

At the University, he has been a professor of Transport Planning and Director of the Master's Degree in Civil, Canal and Port Engineering. He has been a researcher at the Transport Research Centre, a visiting researcher at the Politecnico di Torino and a visiting professor at the University of the West of England.

In the public administration, for four years, he was managing director of the Municipal Transport Company of Madrid (EMT) and, later, for another four years, manager of Valladolid Urban Buses (AUVASA). In addition, he is a member of the Advisory Council of the Spanish Ministry of Transport and Sustainable Mobility, a member of the European Committee of the International Union of Public Transport and a member of the Executive Committee of the Association of Collective Urban Transport.

He has published more than 30 articles in scientific journals and books related to mobility.

 

Bachelor's degree in Economics, specialising in Business and Auditing, from the Complutense University of Madrid.

He began his professional career in the private sector as an accountant for a local company and later as an auditor at KPMG in 1983. In October 1987 he joined RENFE, where he held the following positions: Deputy Head of General Accounting (1987-1990), Director of Accounting Systems (1990-1992), Director of Administration and Purchasing (1992-1994), Managing Director of the Stations Business Unit (1994-2004), Managing Director of the Long Distance Passenger Business Unit (2004-2006) and Managing Director of Renfe Mercancías (2006-2010).

From 2011 to the present at BTREN Mantenimiento Ferroviario S.A., a company with majority capital of the ALSTOM group (formerly BOMBARDIER). He has been the General Manager of the company since June 2012.

 

Degree in Economics and Business Management from the University of Bilbao. She belongs to the Higher Corps of State Comptrollers and Auditors, under the Ministry of Finance.

She began her career in the General Comptroller of the State Administration as an auditor. In 1989 she joined the General Directorate of Heritage as Head of Unit, participating in processes of business analysis, privatisation (III IPO. ARGENTARIA) and in the preparation of the Competitiveness Plan for the Integral Steel Industry (1994). She was a member of the Board of Directors of various public companies, including IMPROASA, SAECA, CORPORACIÓN DE LA SIDERURGIA INTEGRAL, AHV-ENSIDESA CAPITAL, ALTOS HORNOS DE VIZCAYA, ANTARES and OLCESA.

Since 2001 she has held different positions in the General Comptroller's Office, as Area Director in central services and as Delegate Comptroller in several ministries. She currently serves as Chief Deputy Comptroller in the Ministry of Agriculture, Fisheries and Food.

 

Industrial Engineer from the Polytechnic University of Madrid. She began her professional career in the private sector as a consultant for Vodafone Spain within the IT systems department. In 2019, she was appointed as a civil servant within the State Corps of Industrial Engineers. She joined the Spanish Metrology Centre, an autonomous body of the Ministry of Industry and Tourism, in 2019, serving as Secretary General of the organisation since 2021.

 

She holds a degree in Aeronautical Engineering from the Polytechnic University of Madrid and a Master's degree in Public Management from IE (Instituto de la Empresa); also as Coach.

She started working in medium- and long-haul airlines in the Technical Department where she was the Head of Aircraft Maintenance Quality and Head of Engineering.

Se also worked on directing projects for Aena while at the public company INECO.

She was Director of the Air Traffic Controllers Training School at SENASA and the first Director of the State Aviation Safety Agency (AESA), the Civil Aviation authority in Spain, for 14 years.

She is currently Deputy Director of Innovation and Forecasting at SENASA, working on new businesses development.

She has also been the representative of Spain on the Board of Directors of the European Aviation Safety Agency and a member of the Governing Council of the State Railway Safety Agency.

She is president and founder of the association Ellas Vuelan Alto (EVA) and a member of the Board of Directors of the Official College of Aeronautical Engineers of Spain (COIAE).

Her career has earned her various recognitions such as the Grand Cross of Aeronautical Merit awarded by the Council of Ministers of Spain, the Women and Aeronautics Award for the best professional career, the Association of Airlines (ALA) Award for her support to the aviation sector, the Medal of Police Merit, the Medal of Merit of the Guardia Civil, the International Association of UAVs (drones) Award for her contribution to the drone sector, the Professional Career Award granted by Air Hostess, and the Values and Merits in Operational Safety Award granted by SEPLA and AEDAE, among others.

 

Degree in Architecture from the Polytechnic University of Madrid with a specialisation in Conservation and Restoration of Architectural Heritage. She began her professional career in the private sector in architecture studios, where she participated in tenders and construction projects. Since 2018 she has been a civil servant of the Corps of Architects of the Public Treasury. She currently works in the Ministry of Housing as Deputy Director General of Architecture and Building, which promotes strategic policies in the field of Architecture that seek the dissemination and practice of the discipline within the framework of the Law on Quality of Architecture, the promotion of the rehabilitation of architectural heritage as well as other types of comprehensive interventions related to energy efficiency within the framework of the zero-emissions architecture strategy.

 

Bachelor's degree in Law from the University of Barcelona. 

He has 20 years of service as a State Attorney, where he has held positions in the Barcelona State Attorney's Office (2004-2009), in the Ministry of Public Works (now Ministry of Transport and Sustainable Mobility) and in the Spanish National Court. He served as director of the Legal Department and, later, as secretary of the Council of the National Commission on Markets and Competition (2013-2021). In 2022 he joined the FROB, where he served as legal director of the Executive Resolution Authority.

 

Degree in Law from CEU San Pablo University. Master's degree in Legal Practice: Specialisation in Private Law at the Higher Institute of Studies of the San Pablo-CEU University Foundation in Madrid. She holds a master's degree in Law and Electronic Transmissions from the University of Valencia. Specialisation programme in European and Spanish Competition Law at the Institute of Stock Market Studies (IEB).

She has worked in several law firms, in the Legal Department of Correos y Telégrafos (Spanish Post Office) and in the Legal Department of KPMG Abogados, S.L.

In 2007 she joined Renfe Operadora, where she has held different positions such as Head of Legal Advisory of the General Directorate of High Speed-Long Distance Services, Head of Studies of the Corporate Legal Advisory Department and Head of the Legal Department of Renfe Alquiler de Material Ferroviario SME, S.A.

 

Civil Engineer specialising in Roads, Canals and Ports (Universidad Politécnica de Madrid) and Technical Engineer in Public Works (Universidad de Extremadura). Civil servant since 1994 in the State Corps of Engineers of Roads, Canals and Ports, and currently holds the position of Deputy Director General of Projects and Works in the General Directorate of Roads of the Ministry of Transport and Sustainable Mobility.

He has served as Senior Lecturer at the University School (UPM, 1993) and as Associate Lecturer (UNEX, 1999–2013). Master's degree in Occupational Health and Safety in Construction and Diploma of Advanced Studies (UPM).

Throughout his professional life, he has held various positions in the Directorate-General for Roads: Head of the Planning, Projects and Works Service; Head of the Planning, Projects and Works Area; and Head of Road Demarcation.

He is a member of associations such as the Technical Road Association (ATC) and the Spanish Association of Tunnels and Underground Works (AETOS). He has authored several technical publications in the field of road engineering and has participated in various working groups for the drafting of road technical regulations.

In 2015, he was awarded the Officer's Cross of the Order of Civil Merit.
