Civil Engineer and PhD in Transport Infrastructure from the Polytechnic University of Madrid (UPM). He has held the position of Secretary General for Sustainable Mobility at the Ministry until now.

He has more than 20 years of professional experience in the mobility and transport sector and has developed his activity in consultancy, research and university teaching, assuming management positions at different levels.

At the University, he has been a professor of Transport Planning and Director of the Master's Degree in Civil, Canal and Port Engineering. He has been a researcher at the Transport Research Centre, a visiting researcher at the Politecnico di Torino and a visiting professor at the University of the West of England.

In the public administration, for four years, he was managing director of the Municipal Transport Company of Madrid (EMT) and, later, for another four years, manager of Valladolid Urban Buses (AUVASA). In addition, he is a member of the Advisory Council of the Spanish Ministry of Transport and Sustainable Mobility, a member of the European Committee of the International Union of Public Transport and a member of the Executive Committee of the Association of Collective Urban Transport.

He has published more than 30 articles in scientific journals and books related to mobility.

 

Architect, Higher Technical School of Architecture of Madrid, Polytechnic University of Madrid; Master's Degree in Teacher Training on Secondary Education and, Universidad San Pablo CEU; and Master's Degree in Civil Administration of the State, Universidad Internacional Menéndez Pelayo.

His work experience began as an architect in the private sector. A career member of the Senior State Civil Administrators since February 2020, he has mainly developed his public-sector career in international relations related to infrastructure, transport, urban planning, architecture and housing.

Since March 2022 he has held the position of Deputy Director General of International Relations of the Ministry of Transport and Sustainable Mobility.

 

She has a degree in Information Sciences from the Autonomous University of Barcelona (UAB, 1982) and a master's degree in International Relations from Columbia University (NY, USA, 1986).

After an intense professional career as a journalist and international correspondent, in 1996 she began her career in international organisations. She worked at NATO, the EU and the UN, where she was Under-Secretary-General for Communication. In 2018, she joined the government of Spain as Commissioner for the 2030 Agenda. In 2020 she was appointed Secretary of State for Foreign Affairs and for Ibero-America and the Caribbean, and in 2022, Commissioner of the Perte of the New Language Economy.

She is currently a consultant on geopolitical and international issues. She is the Secretary of the Board of Directors of Global Women Leaders Voices (GWL Voices), as well as a board member of various civil society organisations in Spain and Europe. She holds an Honorary Doctorate from the UAB.

 

She has a degree in Economics from the University of Barcelona, a Postgraduate Degree in European Integration from the same university and a Master's Degree in Finance from ESADE.

She began her professional career as an economic analyst in the Research Service of the Barcelona Chamber of Commerce, where she worked for more than nine years, carrying out economic and sectoral studies.

In 2007 she became director of the Technical Office of the Cabinet of the Ministry of Economy and Finance of the Generalitat de Catalunya. Between 2012 and 2017 she was financial manager of a foreign-owned family office based in Barcelona.

She joined Banco Sabadell in 2017, being part of the Research Service for two years, as head of the Real Estate and Asset Allocation unit. Subsequently, he joined the President's Cabinet, which he went on to lead as of 2021, a position he currently holds.

During her professional career, she has also been an associate professor of Spanish and world economics at the University of Barcelona, a consultant in labour sciences at the Open University of Catalonia and a contributor to various economic and sectoral publications of reference on the Catalan economy, such as the Memòria Econòmica de Catalunya, the Papers d'Economia Industrial and the Annual Report on Industry in Catalonia, including analysis of the railway material sector.

Between 2022 and 2023 he was a member of the Advisory Council of the Centre for Industrial Strategy and Foresight (CEPI) of the School of Industrial Organisation in Madrid.

 

He holds a degree in Information Sciences from the Universitat Autònoma de Barcelona and a Diploma in International Relations from the Institut d'Etudes Politiques (Sciences Po) in Paris.

He entered the diplomatic career in April 1985 and has held the following positions throughout his working life: He was assigned to the Spanish embassy in Luanda (Angola) with the post of embassy secretary. (1985-1987) and Embassy Secretary at the Spanish Embassy in Luxembourg (1987-1992). Between 1992 and 1994 he was part of the Cabinet of the Secretary General for Foreign Policy at the Ministry of Foreign Affairs. Embassy Counsellor at the Permanent Representation of Spain to the EU (1994-1999); Deputy Head of Mission at the Spanish Embassy in Andorra (1999-2003); Deputy Director of the Diplomatic School (2003-2004); Deputy Director General for the Near East at the Ministry of Foreign Affairs (2004-2007); International Advisor in the Department of the Presidency of the Generalitat de Catalunya (2007-2010); Secretary for the EU, delegate of the Generalitat in Brussels to the EU and Alternate Member of the Committee of the Regions (2010); Ambassador of Spain in Andorra (2011-2014); Head of the Transparency Portal in the Undersecretariat of the Ministry of Foreign Affairs (2014-2018); Between 2018 and 2022 he was Consul General of Spain in Marseille and between 2022 and 2024 Ambassador of Spain in the Czech Republic.

 

Graduated in International Economics, Business Management and Finance from Università Bocconi (Italy).

A member of the Senior State Commercial and Economic Technicians since 2019, she has held various managerial positions at the Ministry of Economy, Trade and Business, notably serving as an advisory member in the Office of the Minister of Economy, Trade and Business (2022–2024). She is currently Deputy Director General of Foreign Investments of the Secretary of State for Trade.

 

She is a member of the Senior State Civil Administrators.

She is a Civil Engineer from the Polytechnic University of Madrid, specialising in Transport and has a degree in Law and Legal Sciences of Public Administrations from the UNED. Her postgraduate degrees include a Master's Degree in State Civil Administration from the National Institute of Public Administration, in collaboration with Menéndez Pelayo International University, and a Master's Degree in Access to the Legal Profession from the UNED.

She began her professional career in the Deputy Department of Intellectual Property of the Ministry of Culture and in the Deputy Department General of Human Resources of the Ministry of the Treasury.

He has held various positions of responsibility in the General Directorate of Rationalization and Centralisation of Contracting of the Ministry of Finance.

She currently serves as an Advisory Board Member in the Secretariat of State for Transport and Sustainable Mobility, participating in the strategic planning, design, and implementation of policies concerning infrastructure and transport services, including land, air, maritime, and port transport, the general-interest railway network and the State Road Network. Moreover, she helps prepare draft regulations, protocols, agreements and conventions and participates in the monitoring and application of the European Union's transport policy.

 

She holds a degree in Economics and Business Administration from the Complutense University of Madrid and has been a member of the Higher Body of State Comptrollers and Auditors since 2001.

She has held the positions of Delegated Comptroller in the Ministry of Housing and Urban Agenda, Director General of European Funds, Deputy Director General of Budgetary Relations with the European Union, Advisor to the Minister of Finance, Advisory Board Member of the Technical Cabinet of the Undersecretary of Finance and Deputy Delegated Comptroller in the Ministry of Labour and Social Affairs. She currently holds the position of Delegated Comptroller in the Ministry of Economy, Trade and Business and in the Ministry for Digital Transformation and Public Function.

 

Bachelor's degree in Law from the University of Barcelona. 

He has 20 years of service as a State Attorney, where he has held positions in the Barcelona State Attorney's Office (2004-2009), in the Ministry of Public Works (now Ministry of Transport and Sustainable Mobility) and in the Spanish National Court. He served as director of the Legal Department and, later, as secretary of the Council of the National Commission on Markets and Competition (2013-2021). In 2022 he joined the FROB, where he served as legal director of the Executive Resolution Authority.

 

Holds a bachelor's degree in Community Law from the San Pablo CEU University and a diploma in Legal and Economic Studies of the European Union from the Sorbonne University (Paris 1). Also holds a master's degree in Business Law Studies from Centro de Estudios Garrigues.

Began a professional career in the private sector, working in law firms and later as a lawyer in commercial matters at Naturgy.

In July 2006 she joined Renfe Operadora, where she has held various positions as a lawyer in the General Secretariat and the Board of Directors in the legal-commercial and corporate operations areas.

She currently holds the position of Director of Legal Advisory for Subsidiary Companies and International Projects, also performing the functions of Secretary and Deputy Secretary in various companies of the Renfe Group and in its affiliated companies.
