Civil Engineer and PhD in Transport Infrastructure from the Polytechnic University of Madrid (UPM). He has held the position of Secretary General for Sustainable Mobility at the Ministry until now.

He has more than 20 years of professional experience in the mobility and transport sector and has developed his activity in consultancy, research and university teaching, assuming management positions at different levels.

At the University, he has been a professor of Transport Planning and Director of the Master's Degree in Civil, Canal and Port Engineering. He has been a researcher at the Transport Research Centre, a visiting researcher at the Politecnico di Torino and a visiting professor at the University of the West of England.

In the public administration, for four years, he was managing director of the Municipal Transport Company of Madrid (EMT) and, later, for another four years, manager of Valladolid Urban Buses (AUVASA). In addition, he is a member of the Advisory Council of the Spanish Ministry of Transport and Sustainable Mobility, a member of the European Committee of the International Union of Public Transport and a member of the Executive Committee of the Association of Collective Urban Transport.

He has published more than 30 articles in scientific journals and books related to mobility.

 

Doctorate in Civil Engineering, specialising in Roads, Canals and Ports from the Polytechnic University of Madrid.

He began his professional career in the private sector in the company TEMA Grupo Consultor where he spent 9 years. In 2007 he joined the public body Puertos del Estado where he held the following positions: Head of the Department of Technological and Regulatory Development (1997-2000), Head of the Logistics and Intermodality Area (2000-04), Deputy Director of External Relations (2004-07), Technical Director of Planning and Development (2007-21) and Chairman (2021-25).

He is currently deputy director of strategy and business development of the same organisation.

He has been president of Puerto Seco de Madrid Coslada (2021-25) and of the company Conte Rail (2010-15), as well as a board member of the public maritime rescue company SASEMAR (2021-25) and a board member of the Port Authorities of Marín and Ría de Pontevedra, Cartagena and Bahía de Algeciras (2000-18). He is currently a member of the Board of Directors of the Port Authority of Las Palmas.

 

He holds a PhD in Communication and International Relations from Ramon Llull University and a degree in Law from the University of Girona.

He began his professional career in the private sector as a lawyer. Later he was head of institutional relations of the Catalan Water Agency (1998-2000). He was elected senator of Girona (2000-2004) and later member of the Spanish Parliament (2004-2019) where he was Chairman of the Development Cooperation and Comprehensive Disability Policies committees. He has been a member of the Parliamentary Assembly of the Council of Europe (2008-2019) and of the Committee for the Election of Judges of the European Court of Human Rights (2013-2019).

He is currently a consultant and university professor of international relations. He is a member of the board of directors of Ebro Foods S.A.

 

He holds a degree in Civil Engineering from the Polytechnic University of Madrid.

He has spent most of his professional career at the current Ministry of Transport and Sustainable Mobility, working in railway infrastructure planning, where he has held positions as Senior Technician, Area Manager and Coordinator of the Sub-Directorate General for Railway Planning. In 2020 he was appointed Deputy Director General of Railway Evaluation and Regulations, a position he currently holds. He has also been Deputy Director of the European Grouping of Economic Interest South Europe Atlantic Vitoria-Dax.

She has been a Member of Parliament representing Lleida for the Partit dels Socialistes de Catalunya PSC in the II, VI, VII, VIII, IX and X Legislatures, forming part of various Committees and the Permanent Deputies Committee.

In the IX Legislature she was elected First Vice-President of the Spanish Parliament and President of the Governing Council for Cooperation and Parliamentary Forum, and in the X Legislature she was elected Third Secretary of the Spanish Parliament and Member of the Governing Council for Cooperation and Parliamentary Forum. In addition, in the VIII and IX Legislatures she has been president of the Spanish Delegation to the Assembly of the Inter-Parliamentary Union.

Government Delegate in the Autonomous Community of Catalonia by Royal Decree 455/2018, of 18 June 2018, a position she held until January 2022.

 

She has a degree in Economics from the University of Barcelona and a Master's degree in Applied Economics from the Pompeu Fabra University.

She began her professional career at the Generalitat de Catalunya, and in 1999, she joined the Barcelona Chamber of Commerce, where she holds the position of Director of Economic Analysis and Director of the Observatory Woman, Business and Economy. She is also a lecturer in the Department of Applied Economics at the Autonomous University of Barcelona, is president of the Industrial Economics Commission of the Association of Economists of Catalonia and a member of the Advisory Council for the Reform of the Public Administration of the Generalitat de Catalunya.

Author of multiple studies on economy, industry and innovation, gender and public policies. He is a member of the Editorial Committee of El Periódico and writes regularly in various media outlets.

 

He has a degree in Law from the University of the Basque Country.

He was a councillor in the Eibar City Council from 1983 to 1993. From 1991 to 1993 he was a member of the Basque Parliament. From 1993 to 2008 he was Mayor of Eibar.

In 2009 he joined the Basque Government, where he held the following positions until 2012: Minister of Housing, Public Works and Transport, President of the Basque Railway Network Public Entity – Euskal TrenbideSarea and President of Eusko Trenbideak – Basque Railways.

From 2016 to 2020 he held the following positions in the Basque Government: He is Councillor for the Environment, Territorial Planning and Housing, Chairman of the Basque Council for the Promotion of Accessibility, Member of the Board of Directors of Innobasque, the Basque Innovation Agency, and he has served as a Member of the Port Authority of Pasaia.

From 2020 to 2024, he held the following positions in the Basque Government: Minister of Territorial Planning, Housing and Transport, President of the Basque Railway Network Public Entity – Euskal TrenbideSarea, President of Eusko Trenbideak – Basque Railways, President of the Basque Council for the Promotion of Accessibility, President of the Basque Transport Authority, 2nd Vice-President of Vitoria-Gasteizko High Speed AbiaduraHandia S.A., Member of the National Transport Conference, Member of the Board of Directors of the Basque Innovation Agency, Innobasque, and Member of the Basque Council of Science, Technology and Innovation.

 

Architect and senior manager with more than 15 years of experience in strategic leadership, corporate governance and management of large public and private organisations linked to mobility, logistics and infrastructures. She has managed budgets of more than 100 million euros, leading cumulative investments of more than 500 million through the administration of own funds and securing European funding.

He has a solid track record on boards of directors – including the seven Port Authorities of Andalusia – with direct responsibility for the approval of investments, financial supervision, risk assessment and definition of sustainable growth strategies. His experience combines executive management, territorial planning, universal accessibility and management of port, logistics, railway and urban mobility infrastructures.

She has held positions of maximum responsibility as General Director of the Public Agency of Ports of Andalusia and CEO of the Logistics Network of Andalusia, leading teams of up to 750 people and managing strategic assets for the Andalusian economy. His profile is characterised by an exceptional capacity for negotiation with stakeholders, the direction of public-private partnerships and the implementation of governance and expansion models on a national and international scale.

In addition, it has a strong social commitment, highlighted with European and national awards and a track record of more than a decade in accessibility, inclusion and social responsibility projects.

 

Bachelor's degree in Law from the University of Barcelona. 

He has 20 years of service as a State Attorney, where he has held positions in the Barcelona State Attorney's Office (2004-2009), in the Ministry of Public Works (now Ministry of Transport and Sustainable Mobility) and in the Spanish National Court. He served as director of the Legal Department and, later, as secretary of the Council of the National Commission on Markets and Competition (2013-2021). In 2022 he joined the FROB, where he served as legal director of the Executive Resolution Authority.

 

Holds a bachelor's degree in Community Law from the San Pablo CEU University and a diploma in Legal and Economic Studies of the European Union from the Sorbonne University (Paris 1). Also holds a master's degree in Business Law Studies from Centro de Estudios Garrigues.

Began a professional career in the private sector, working in law firms and later as a lawyer in commercial matters at Naturgy.

In July 2006 she joined Renfe Operadora, where she has held various positions as a lawyer in the General Secretariat and the Board of Directors in the legal-commercial and corporate operations areas.

She currently holds the position of Director of Legal Advisory for Subsidiary Companies and International Projects, also performing the functions of Secretary and Deputy Secretary in various companies of the Renfe Group and in its affiliated companies.
